So answer me this. You’re the Program Manager for a $340M SW development program for a Branch of the Federal Government, with a Scrum at Scale development process of 120 separate development efforts. 6 of those trigger the FAR 34.2 Earned Value Management threshold, and of the remaining a dozen or so at considered “national assets” meaning the Feds and the customers they serve “must have the mandatory capabilities” for the department to continue its operations with business as usual Plus all the mandatory and “nice to have” enhancements. Add to that a full fledged migration from legacy data centers to the cloud for all the right reasons.
Senior executive in the Federal govt have a legal need to know cost and schedule performance, as do the senior executive at the Prime Contractor all the way down to the developers.
It’s easy – and I’m not complaining because I love your blog – but WTF is the solution that will prevent Phase 2,3,4 from occurring while still responding to emerging requirements?

I hear and understand you Glen. I work in the defense contracting industry. This post is just like 9 out of every 10 I write: not very helpful, but hopefully entertaining.
