The classic trickle-down relationship between business proclamations from the executive suite, reinterpretation at the management level of what that proclamation entails, direction from the bozos for the dics to perform activity (work) based on the perceived goals and direction from above, and how the workforce beneath must respond in order to produce the desired outcome.

Of course, because the executives are separated out within their own little triangle of activity, their proclamations are ethereal, vague, and non-specific. Example: “We will increase our revenues by 12% over the next 4 quarters via a combination of organic growth, acquisition, and margin recovery through our multi-pronged business units”.

Nowhere within this statement are any specific executable steps to achieve this desired outcome, but that’s not the responsibility of the executive level. They are only responsible for pointing the prow of the ship in the general direction they want to go. WE will be HERE next year.

It’s then up to the bozos to figure out exactly what this statement means in terms of what the dics need to do to reach the stated goal. But much like the priests who interpreted the mutterings emitting from the Oracle of Delphi in ancient Greece, what gets said and what it actually means is in the control of a very small group of people–separated from the Visionaries, but responsible for the outcome.

They have at their means, the capital, the resources, and the schedule to output the work as they see fit to meet the predictions of the future.

Instead of your cogs and wheels of activity (or in addition to) you need to include your happy little turds of output, since it is only this bouquet of effluence that wafts upward towards the executive suite as proof of the accuracy of their prophesy.
