Detached or isolated could describe the management. These would occur naturally while segregated… make it seem like its done on purpose. The detachment is usually a natural process.
I think that management is always trying to do the right thing, but because they purposefully “distance” themselves from where the hard work is being done in the trenches, they don’t have a clue as to what the real problems/issues are. Thus, their actions tend to keep the org’s groups misaligned and out of synch.
